INNOQ,IP Receives Specialized Training in Legal Metrology for Pre-measured Packaging with Support from UNIDO

Maputo, April 8, 2025 – Specialized training on legal requirements for pre-packaged goods, a joint initiative between the United Nations Industrial Development Organization (UNIDO) and the International Organization for Legal Metrology (OIML), began today at the premises of the National Institute for Standardization and Quality (INNOQ,IP) in Zimpeto, Maputo, as part of the PROMOVE Trade project, funded by the European Union.

Lasting three days, the course brings together 20 inspectors and technicians from INNOQ,IP’s legal metrology area, including delegates from the provinces of Nampula and Beira, with the aim of strengthening their skills in applying OIML recommendations R79 and R87, relating, respectively, to labeling and the quantity of product in pre-packages. The course is also based on the OIML G21 guide, which guides the creation of certification systems for pre-measured packaging – an important step in ensuring compliance with European Union requirements and improving the competitiveness of Mozambican exports.

The international trainers invited to give the training are Jaco Marneweck (South Africa) and Pedro Perez Vargas (Colombia), experts in legal metrology appointed by the OIML.

The training combines theory and practice and contains a variety of topics, including content on carbonated liquids (beers, soft drinks) and frozen products. The initiative reinforces INNOQ,IP’s role as the national legal metrology authority and aims to prepare the ground for the implementation of a national self-monitoring system for pre-measured packaging, which has so far been non-existent in Mozambique.

The event was opened by Zacarias Zandamela, National Coordinator of the PROMOVE Trade project, and members of the UNIDO team in Maputo. The closing ceremony will include the awarding of certificates to the participants.
