Creating Competitiveness for Exports in Mozambique

CAPACITY-BUILDING WORKSHOPS ON RULES OF ORIGIN, CUMULATION, AND TRADE AGREEMENTS

The Mozambique Tax Authority and the Ministry of Industry and Commerce, in collaboration with the PROMOVE COMÉRCIO project, will hold a capacity-building workshop on Rules of Origin, Cumulation, and Advance Rulings under the SADC-EU Economic Partnership Agreement (EPA) from July 29 to 31 in Maputo, at the Pedagogical Complex of UEM Campus CP2, Room 205.

This workshop is part of a series of similar workshops scheduled for the southern region from July 29 to 31, 2024, at the UEM Campus, the central region from August 5 to 7, 2024, in Beira at the Public Finance and Tax Training Institute (IFPFT), and the northern region from August 12 to 14, in Nacala at the IFPFT.

The workshops are exclusively targeted at Customs officials, the Ministry of Industry and Commerce, representatives from the private sector, and civil society. They aim to strengthen the participants’ capacity to apply the Rules of Origin and Cumulation, as well as Advance and Binding Rulings, in line with the SADC-EU EPA and the World Trade Organization (WTO) Trade Facilitation Agreement.

Additionally, the initiative seeks to enhance understanding and implementation of trade agreements, promoting greater efficiency in customs procedures and facilitating Mozambique’s international trade.

The workshop topics include: Preferential and non-preferential origin; Bilateral and diagonal cumulation; Sufficiently processed products; Territoriality principle; Advance and binding rulings; Tariff classification; and Reduction of customs formalities.

For participants, the workshop offers numerous benefits, particularly: Legal certainty – learning to properly guide economic agents on customs obligations, avoiding errors and penalties; Process efficiency – improving the ability to make correct decisions quickly, speeding up customs processes; and Dispute reduction – minimizing the risk of disputes and litigation, saving time and resources.
